With the Minimum Wage in the City of Los Angeles increasing to $10.50 effective July 1, for companies that have 26 or more employees, the Bureau of Contract Administration is seeking proposals from experienced community and business organizations to provide public awareness and education about the new law.
Specifically, the city will be contracting with community outreach firms that are familiar with low-wage workers, a variety of business communities and wage standards enforcement and implementation projects. The work will include community outreach to employees and employers, worker training on labor rights, counseling and referral services, outreach materials, publicity for success stories, translation services, collection assistance, and program monitoring and evaluations.
In June, 2015, Los Angeles passed the Minimum Wage and Wage Theft Enforcement Ordinances and became the largest city in the country to mandate higher pay for the workers at the bottom of the income ladder. The first of several scheduled increases goes into effect on July 1, 2016.
A Request for Qualifications (RFQ) is posted on the Los Angeles Business Assistance Virtual Network and can be downloaded from the LABAVN website at http://www.labavn.org/. To access and apply for the RFQ, each consultant needs to register which is free of charge. There will be a Mandatory Pre-submittal meeting scheduled on February 9, 2016.
