Jacqueline Waggoner has been confirmed unanimously by the Los Angeles County Board of Supervisors to serve on the 10-member Los Angeles Homeless Services Authority (LAHSA) Commission, the agency’s governing board. She fills the term of Mike Neely, who resigned earlier this month.
Waggoner, who was appointed by Supervisor Mark Ridley-Thomas, took her seat at the February 24 meeting of the full commission.
Waggoner is vice president and Southern California market leader for Enterprise Community Partners, Inc., which creates well-designed, affordable homes connected to resources. She oversees Enterprise’s affordable housing, community development, investment and strategic programs from California’s central coast to San Diego.
Waggoner has worked with the City of Los Angeles, banks and nonprofit developer partners to create local funds for affordable housing, advocate for low-income families and support Enterprise’s vision of building communities connected to health care, jobs, schools and transit. She serves on the board of the Southern California Association of Nonprofit Housing and on the board of governors of the California Housing Consortium.
“I’m honored to join the Commission at a time when the lack of affordable housing and homelessness are the most pressing issues facing Los Angeles County,” said Waggoner. “I’m eager to work with my fellow commissioners to develop ideas and solutions that meet the needs of the thousands of people experiencing homelessness every night in our communities.”

The Los Angeles Homeless Services Authority is a joint powers authority of the City and County of Los Angeles, created in 1993 to address the problems of homelessness in Los Angeles County. LAHSA is the lead agency in the HUD-funded Los Angeles Continuum of Care, and coordinates and manages more than $132 million annually in federal, state, county and city funds for programs providing shelter, housing and services to homeless persons.
