The Los Angeles City Council confirmed Billie J. Green as a member of the Board of Taxicab Commission on Sept. 20 following her the appointment to the post by Mayor Karen Bass.
“I certify that in my opinion, Ms. Green is especially qualified by reason of training and experience for the work and I make the appointment solely in the interest of the City,” said the mayor in a letter to the City Council.
In this capacity, Green will join four fellow commissioners in performing several duties including awarding and revoking taxi franchise permits, setting taxicab operating rules and procedures, and investigating driver and company misconduct. Also, the board approves taxicab franchises and sets taxicab rates, both subject to City Council approval.
A retired City of L.A. employee, Green served 15 years as a deputy for former Council President Herb J. Wesson where she managed the district council office as well as assisted 10th District residents with resolving housing related issues.
Green is also a veteran community activist who has consistently volunteered her expertise to many nonprofit organizations. From 1994 to 2000, she served as president of the NAACP Beverly Hills/Hollywood Branch. Other positions she has held include vice-president of the United Neighborhoods Neighbor Council, director of Youth Program/Film Festival for the Black Hollywood Education and Resource Center, and chair of Ward AME Church adoption program, Room for One More.
Currently, Green is the president of Inside Outside Communications Foundation, a nonprofit she founded in 2003. A youth-focused organization, the foundation awards scholarships to college or trade school-bound young people, conducts a warm coat giveaway in conjunction with retired LAPD Officer Jerome Divinity, and collaborates with Erin Ashley to expose youth to gaming along with providing free equipment.
A native of Strong, Arkansas, Green has resided in Los Angeles for more than 60 years.
