Dear Residents of Lynwood,
I am writing to report and inform you of misused public funds from the City of Lynwood for the benefit of Councilmember Jose Solache by creating Measure R to fool the residents of Lynwood and change term limits that were already in place.
Mr. Solache has been on the City Council for 10 years and was supposed to be termed out at the end of 2022. Instead, he devised Measure R to deceive the Lynwood residents into thinking there were no term limits to serve on city council.
The city of Lynwood incurred over $90,000 in bills to add this Measure R onto the June 7, 2022 ballot billed by Los Angeles County Register Recorders County Clerk’s office. Measure R was basically pushed through as it was first mentioned and voted on for approval in March 2022 at a city council meeting.
By passing Measure R during a primary election vs. general election, the turnout was very low making it easier to pass with few voters as well as fooling the voters into thinking they were voting in favor of term limits. This essentially gave Mr. Solache another opportunity to run again in November 2022 election and reset the clock to run for a total of three new terms or up to 12 more years.
Please keep in mind Measure C was created and passed in 2008. Measure C gave council members the opportunity to serve 2 term limits of 4 years each, total of eight years maximum. Measure C passed by 75% with over 9,660 voters. There was no need to create or change term limits as they already existed.
The reason it is important for Mr. Solache to remain in office is to keep his promise to the Cannabis Association and push through the Cannabis dispensaries in our community, which he started with previous Mayor Aide Castro, whose son was recently appointed as city treasurer. Mr. Solache currently remains on a special Cannabis Committee along with Mayor Flores.
I have sent copies of Measure R, Measure C, information of new treasurer, public funds, and Cannabis Pledge and copies of a few mailers to the appropriate officials. I believe there are many FPPC violations and should be addressed accordingly.
