Mr. Collier retired from the Department of Water and Power after thirty-five years of dedicated service and immediately launched Collier Management Consultants. He provided management consultation to the Los Angeles Sentinel Newspaper, one of the country’s largest and oldest African American newspapers from 1986 until 1995, supervising the relocation to their current site, including designing the interior of the corporate headquarters.

Later he provided management consulting services to small and medium-size businesses, helping them develop and implement plans for short and long-range growth. His client base included Colossal Graphics, a Palo Alto California-based computer products company, voted one of the top ten most innovative tech companies by a leading trade publication.
