Heather Hutt was born and raised in Los Angeles and has dedicated her life to Democratic activism, public service, and the community. Heather recently served as the first Black U.S. Senate State Director in California’s history, and in her capacity serving Senator Harris, was the principal representative among constituents and elected leaders throughout California. She used her position to stand up for women by bringing together healthcare professionals to discuss implicit bias in health care, especially for women and women of color as well as advocating for DACA recipients and fighting against the Trump Administration’s assault on Dreamers and immigrants.

Come July, California Will Swap Juvenile Jails for Reform-Minded Rehab Centers

Starting in July, California’s youth prisons will no longer be accepting new inmates, with a few exceptions. The state is moving most of the estimated 750 children it currently houses in its three remaining detention centers to rehabilitation facilities.

In California, the percentage of Black youth among incarcerated juveniles in California is nearly six times the percentage of African American children in the state. Children serving time in juvenile prisons are 30% Black and about 60% Latino even though African Americans account for nearly 6 % of California’s total population of about 40 million people. Bradford, 60, who is the longest serving member in the caucus and the only African American member in the California Senate, is succeeding the CLBC’s outgoing chair Dr. Shirley N. Weber (D-San Diego).
