Supervisor Ridley-Thomas calls on the Exposition Metro Line Construction Authority to develop a plan to create an independent inspector general

Despite controlling hundreds of millions of dollars in public funds, the Expo Line Construction Authority lacks much needed accountability

Asserting that an independent Inspector General is vital to ensuring public trust and integrity, Supervisor Mark Ridley-Thomas on Thursday, September 2, will introduce a motion calling for the Exposition (Expo) Metro Line Construction Authority Board of Directors to develop a plan to create an independent Inspector General and Ethics Officer.

“The Expo Line Construction Authority, despite controlling hundreds of millions of dollars in public funds, lacks an Inspector General and relies on an informal agreement with its umbrella agency,” Supervisor Ridley-Thomas said.

“The expanded capacity to individually review expenditures and performance that an Inspector General would possess will greatly enhance the public’s trust by providing greater accountability,” the Supervisor added.

The Expo Line Board of Directors represents government entities that are subject to a number of ethics regulations. Both the large scale of the Expo Line and the varied composition of its Board require the oversight of a full time Inspector General and Ethics Officer.

On Thursday, Supervisor Ridley-Thomas will ask the Expo Line Board to instruct the Ethics Officer and County Counsel to submit a proposed plan for the creation of an independent Inspector General and Ethics Officer at the next regularly scheduled Board meeting in October.
