Assemblyman Mike Davis selected O.V. Smith as the 2010 “Woman of the Year” from the 48th District. Each year the California Legislative Women’s Caucus sponsors the “Woman of the Year” celebration held at the Capitol as part of Women’s History Month.

Assemblyman Davis escorted her to the Assembly Desk where Speaker John Perez presented her with a framed certificate from the State of California Assembly. Everyone present stood to give her a thunderous ovation. After a celebratory lunch with the Assemblymember and staff at the trendy Frank Fats Restaurant, she attended a reception hosted by the Legislative Women’s Caucus in the Capitol Rotunda.
After the ceremony, honorees and statesmen were eager to meet and congratulate Mrs. Smith. They expressed their heartfelt gratitude for the work in the community that she has done in the past and continues to do on behalf of the developmentally disabled.
“Mrs. O. V. Smith is the perfect example of outstanding community service. in not only the State of California, but an example throughout this country.
